Chinese Language Is Enabled, but Cannot Write Characters

If you have installed Chinese language support on your computer but still can't enter Chinese characters, try this:
Windows XP: Control Panel--Regional and Language Options--Advanced (tab)--under "Languages for non-unicode programs," select "Chinese (PRC)" from the drop-down menu.
